Utility Facilities and Fee Standards
A. Utility facilities
1. Roads
The industrial zone has a convenient road network leading to everywhere.
Roads running from east to west:
Kangqiao Road, Huannan Yi Road (a municipal-level, wholly sealed-off expressway), Xiuyan Road, Xiupu Road (under planning). The average width is 30-80m.
Roads running from north to south:
Jinxiu Road (municipal-level), Hunan Road (municipal-level), Yushui Road (under planning), Jianping Road (municipal-level, under planning), Chuangye Road, Shenjiang Road (municipal-level, under planning), Sunfeng Road (municipal-level). The average width is 30-100m.
2. Power supply
Four power substations have been built in the industrial zone, including one 220kv and three 35kv substations, and another four 35KV stations are to be built in the future. Electricity supply can meet the needs of various enterprises. Power frequency: 50HZ. Grades of rated voltage: low voltage 380/220V and high voltage 10(or 6.3) KV, 35KV and 110KV.
3. Telecommunication
Two 10,000 line programme-controlled telephone exchange facilities in the zone can provide state of art postal and telecom services for customers.
4. Water supply
The water plant in the zone has a daily supply capacity of 50,000 m3 and can meet the maximum demands for both enterprises and local residents. The daily supply capacity of the second phase of the plant construction will be as high as 120,000 m3.
5. Gas
The daily supply capability of LNG from East China Sea oilfield is 50,000m3.
6. Waste Water Discharge
The pipeline of Phase 2 of Shanghai Sewage Disposal Project runs through the industrial zone from east to west, and the pump station built in the zone can manage a daily drainage of 50,000m3 through the pepelines.

Water Supply
1. Water charge (including dranage fee and water resources fee ) is RMB 1.796 yuan/m3. The charge on water consumption above the rational portion will be doubled.
2. Water supply capability expansion fee is 825 yuan/m3.
3. Engineering fee for pipe installation: Users shall bear the cost for the installation of the pipes from the current water supply network to the user's water meters (including fees required for pipe replacement and renovation), and the property right shall belong to the water supply authority.
4. Maintenance fee shall be charged in accordance with relevant regulations for the water equipment located within the user's premises exclusively for fire fighting use.
5. Fees for openings of pipe network: "3 kind of foreign invested" enterprises are free from charge. State owned enterprises shall pay according to the standards specified by relevant regulations.

Telecommunication
Telephone initial installation fee: RMB 1000 yuan/line.
Fixture and engineering materials fee: subject to the payment notice from local telecom office
Monthly rent: RMB 50 yuan/line for enterprises

Urban pipe gas
Fee standards:
Supply capability expansion fee: RMB 450 yuan/m3.
Use fee: RMB 1.5 yuan/m3.
