Handling of the Construction Project Planning Management Certificates
Steps to obtain "written comments on the selection of sites for construction projects":
1.Fill in "the application for written comments on the selection of sites for construction projects".
2.Provide the approved project proposal or the submitted feasibility study report and other planning documents.
3.Other relevant materials shall be provided additionally as required if they are industrial projects, or projects with special requirements for environment, or projects which will have impact on the local environments when completed and restricted projects.
4.Provide 4 copies of topographic map.
5.For projects which change previous land use purpose, copies of the land use right certificate and house property certificate shall be provided.

Application for "construction land planning license"
1.If newly-established or newly-moved enterprises require to use land, they shall submit for approval, in accordance with the requirements of "written comments on the selection of construction site", general plane design drawing and design scheme to obtain "the construction land planning license".
2.For construction projects that is to be conducted through unitary land requisition and package development, the construction units shall compile a detailed area planning at first, submit a report in accordance with "Shanghai municipal city planning regulations" to relevant authorities for approval, and after approval, apply for "the construction land planning license". The following documents are required applying for "the construction land planning license":
(1) Approval documents for construction project plan or the design (planning) assignment and its approval document or the feasibility study report and its approval document;
(2)The design scheme and general plane design drawing for construction in important areas and along important roads;
(3)5 copies of topographic map;
(4)For construction projects within the land where paid transfer or retransfer of state-owned land use rights is conducted, a copy of the contract of land use right transfer and a topographic map shall be additionally provided;
(5)Written comments from authorities in charge of environmental protection, sanitation and anti-epidemic and fire control.

Application for "the construction project planning license" for construction projects Submit "the application form for the construction project planning license" and provide the following documents:
1. Approval document for the construction project plan or approval document for the feasibility study report;
2. 3 copies of topographic map;
3. 3 copies of general plane design drawing;
4. 2 sets of construction working drawings (plane, stereoscopic and sectional drawings, and drawing catalog);
5. 2 copy of green-spot layout, base working drawing, base detail drawing and piling layout diagram;
6. A copy of "construction land planning license" and "approval certificate for construction land";
7. Written comments after examination by authorities in charge of fire control, environmental protection, sanitation and urban gardening;
8. Other documents required in the examination.

Note: no civil air defense fee is needed for workshops and warehouse.
The documents required for the examination of fire control design:
1. The approval documents for the construction project plan;
2. Fill out the application form for examination of fire control design;
3. A copy of topographic map and general plane design drawing;
4. A set of construction working drawings;
5. Other relevant materials.
Sanitation and Anti-epidemic
The examination of sanitation and anti-epidemic of construction projects is divided into three phases, i.e., the 1st phase (enlarged preliminary design and working drawing design), the 2nd phase (completion and acceptance).
The 1st phase:
Construction plane layout and sanitation facilities will be the main items to be examined to see if facility arrangement is reasonable, and if protective measures have been taken sanitation requirements have been met in dust, gas and heatstroke prevention, ventilation, lighting, and water supply and drainage. The 2nd phase: to supervise the implementation of measures to meet the requirements for sanitation and anti-epidemic. The 3rd phase: to make sure that the water supply and drainage and other sanitation facilities are simultaneously completed with the main project.
The following documents are required in applying for sanitation examination of working design drawing:
1.Fill out information sheet for approval concerning sanitation and anti-epidemic matters;
2.Description of main processes and sanitation technical measures;
3.Design requirements;
4.General plane diagram, construction design drawing (plane, stereoscopic, sectional drawings), process design drawing and its description, and design drawings concerning water supply, drainage, ventilation and land/dust/gas protections.

Environmental protection
The 4 phases in handling the procedure for approval of environmental protection and the documents required
1.Phase I (project determination)
Compilation of the project proposal
(1) Project proposal and the approval document for the project.
(2) A brief introduction to the impact of the construction project on the environment;
(3) A copy of topographic map.
Feasibility study
(1) Environment impact report (table);
(2) The feasibility study report;
(3) Descriptive document concerning the drainage;
(4) A copy of topographic map;
(5) A copy of general plane design drawing
2. Phase II (enlarged preliminary design and working drawing design)
(1) The enlarged preliminary design report;
(2) Design scheme for environmental protection treatment;
(3) Fill out information sheet for approval concerning "three simultaneousities" of environmental protection.
3. Phase III (construction and installation)
(1) To implement the requirements outlined in the "three simultaneousities";
(2) To prevent the impact of construction activities on the ambient environment.
4. Phase IV (completion)
Trial production period
(1) Test operation of environmental protection facilities;
(2) Application report for trial production.
Completion and acceptance period
(1) Application report for completion and acceptance;
(2) Cooperation with environment monitoring station for acceptance monitoring;
(3) Completion and acceptance sheet concerning "three simultaneousities".
