The People's Government of Nanhui Country:
We acknowledge to have received your document No. Ng-24 (1994). The municipal government to list Kangqiao Industrial Zone of Nanhui Contry as one of the municipal level industrial zones and name it "Shanghai Pudong Kangqiao Industrial Zone". The planning area is 26.88 km2. You are required, in conformity with national industry policies, overall objectives of Shanghai economic development and overall economic function of Nanhui County, to continue to improve the detailed planning of Kangqiao Industrial Zone and obtain an economic, social and environmental development in a harmonious way.

The Administration Commission of the Kangqiao Industrial Zone:
According to the spirit of the municipal government document No. SG-28(1992)which was approved by the State Council in its document No. S-146(1992), the appropriate 8 km2 area located north of Outer Ring Road within Kangqiao Industrial Zone lies inside the planned property line of Pudong New Area, and all the Chinese and foreign invested projects in this area are entitled to enjoy the preferential policy treatment for Pudong New Area.

The People's Government of Nanhui County:
We acknowledge to have received your letter No.5 (1997)-"A Report for Approval by the People's Government of Nanhui County on Its Structural Planning for Shanghai Kangqiao Industrial Zone." Having discussed with the relevant departments, we officially reply as follows:
1. According to the spirit of Central Government Document No.11 £¨1997£©regarding the proper control of land use scale in industrial zones, and recognizing that Kangqiao Industrial Zone shall also adhere to the principle of relative concentration and phased development, we approve the following area limits for the near-term development plan of Kangqiao Industrial zone: it is an area of appropriate 15 km2 bordering Pusan Road in the west, Shiji Avenue in the east, the Nanhui county boundary in the north and planned Huancheng Road (n) in the south. The area east of Shiji Avenue is reserved for future usr.
2. We agree to the 4-park structural layout, which consists of Kangqiao Industrial Park, Hehe Industrial and Commercial Park, Shuangxiu Industrial Park and Zhoukang Commercial and Trade Park. We also agree to the planned functions of the 4 parks.
3. We agree to the road network system in the area west of Shiji Avenue envisaged in the structural plan and the planned width of these roads, which are classified into 4 levels, i.e., urban expressway, urban trunk roads, local highways and ordinary roads.
4. Greenbelts on both sides of the Outer Ring Road should be strictly controlled, with no less than 25 m along the north side and 500 m along the south side. The greenbelts for other highways and roads should be in accordance with "the Administration Technical Regulations for Shanghai Municipal Urban Planning".
5. The water conservancy authorities shall be consulted for further adjustment plan of pumped waterways and proper settlement of issues relating to water irrigation, water supplies and disposal of waste water.
6. The structural plan is expected to improve and supplement the contents of the urban infrastructure planning and environmental protection plan, and any endeavors in this regard shall be reported to our bureau.
7. You are required to promptly compile a detailed plan for the work to carried out in the near future, and report it to the bureau for approval before its implementation.
