卢湾区是上海的中心商业区之一，著名的淮海路商业街贯穿该区。2000年，卢湾区根据上海“十五”规划提出的发展都市型工业的要求，加快建设都市型工业楼宇，取得突破性进展，成为新世纪卢湾区工业发展的新亮点。 　　到2001年底，卢湾区已建成了上海针织十四厂、工业缝纫机四厂、化工机械厂、纺织五金三厂、食品机械厂、电气研究所、色织研究所等7幢都市型工业楼宇，占地面积2.2万平方米，建筑面积5.9万平方米，引进企业78户，吸引资本3800万元，安排职工870人，其中本市下岗工人430人，实现工业销售6400万元。重点发展能在都市生存、发展的研发型、头脑型企业，并为传统工业注入高新科技含量，用信息化带动产业升级，催化资源再生，建设与中心城区功能和生态环境相协调的现代绿色工业。 　　卢湾区在推进都市型工业楼宇建设的同时，规范管理，加强产业导向，逐步形成“一楼一业”格局，如服装楼、工艺美术楼、科技楼及软件工业园等，形成了产业集聚效应。 　　卢湾区重点培育的特色产品是针织内衣，现已制定优惠政策重点扶持针织内衣的研究、设计、制造，为区域产业结构调整和优化升级增添新的活力。 　　Luwan District is one of the districts located in the central sowntown area of Shanghai, covering 7.5 square km. The famous commercial steet-Huaihai Road-runs across the district. According to Shanghai tenth five-year plan, Luwan District made full use of the exisent workshops of state-owned enterprises and advanced the construction of urban industrial buildings in 2001 and achieved important accomplishment. Urban industry has become a bright spot of Luwan industry in the new century. 　　By the end of 2001, seven urban industrial buildings have been well constucted: Shanghai Fourteenth Knitting Factory, Fourth Industrial Sartorius Factory, Chemical Machine Shop, Third Textile Hardware Factory. Foodstuff Equipment Factory, Electric Automation Institute and Colorful Weaving Factory. They contribute a total area of 22 thousand square meters and an architectural area of 59 thousand square meters; attact78 enterprises and total investment value of 38 million Yuan; and create total industrial revenue of 64 million Yuan. The priority-rating industries to develop are research and exist and grow in cities and harmonize central urban functions and entironment. Moreover, they can transfuse high-tech content into traditional industries, drive the industry upgrading through information reform and catalyze regeneration of resources. 　　Luwan also emphasizes standardized management and industry steering when driving the urban industry."One building,one industry"are encouraged to create industry convergence effect. To be exact, garment building, art crafts building and software industrial park are all appropriate. 　　Underclothes, including knitting underwear, T-shirt and brassiere, are the disinctive commodities gaining stress. Preferential policies have been formulated to support research, design and production of this industry, hence vigor has been introduced into industry restructuring and upgrading.
