黄浦区是上海的中心商业区之一，南京东路商业街、城皇庙、外滩等著名旅游景点都在区内，第三产业特别是商业长期居于主导地位。20世纪90年代，区内工业企业或外迁或关闭，工业发展速度比较缓慢，地区工业基础相当薄弱。2000年，黄清区为优化城市空间布局，支撑区域经济稳定增长，缓解城市就业压力，提出了“围绕三产发展二产”、“以商业带动都市工业”的新思路，以国有企业的存量厂房为基础，大力建设都市型工业园区或楼宇，从而给黄清区工业创造了加快发展的历史机遇。2001年，黄浦区工业实现销售额30.6亿元人民币，这现利润1.8亿元人民币。 　　黄浦区的特色产品是旅游纪念品。现已制定优惠政策重点扶持旅游纪念品的研究、设计、制造。同时，黄浦区劳动就业政策也十分有利于简单手工操作与低附加值的劳动力密集型工业发展。 　　目前，黄浦区已建成上海旅纪念品工业大楼、人民广场都市型工业楼宇、淞园都市型工业园区、半淞都市型工业楼宇等四幢楼宇。2002年计划完成11幢都市型工业楼宇的建设，将提供招商建筑面积4万平方米。 　　Huangpu District is one of the districts located in the central sowntown area of Shanghai, covering 12.47 square km and having many traveling industry sites such as East Nanjing Road, Yuyuan Garden and the Bund. Tertiary industry, especially commerce, is the long-standing leading industry of the district. In the 1990s, most of the resident industrial enterprises were relocated or closed down, leaving the district industry a weakened base and slowed growth. In order to optimize urban industry layout, guarantee the steady growth of local economy and alleviate the urban unemployment pressure, Huangpu District brought forward new strategies of "to develop industry surrounding tertiary industry" and"to drive urban industry through commerce"in 2000. They can be interpreted as: on basis of existent workshops of state-owned enterprises, government and SOE cooperate to advance the construction of urban industrial parks and urban industrial buildings and create a historic opportunity for the development of Huangpu industry. In the year of 2001, the district industry created RMB 3.06 billion Yuan of sales value and RMB 1.8 hundred million Yuan of taxes. 　　The distinctive commodity of Huangpu industry is tourism craft. Preferential policies have been formulated to support research, design and production of this industry. In addition, the labor and employment policies of Huangpu District are designed to benefit labor-intensive industries of handwork and low added value. 　　Up to now, four urban industrial buildings have been well constructed: Shanghai Tourism Craft Industry Building, People Square Urban Industry Building, Songyuan Urban Industry Building and Bansong Urban Industry Building.It is planned that eleven urben industry buildings be constucted in 2002 and a total architectural area of 40 thousand square meters will be provided for investment invitation.
